Trans 139 requires that any dealer charging a services fee be able to provide written justification for the fee at the customer's request. The Services Fee Brochure serves as the written justification for the customer. In addition, it is an excellent tool to demonstrate the value that a dealer brings to a vehicle purchase. WATDA recommends providing the brochure along with the sales documents in any transaction involving a services fee. In addition, dealers may choose to provide the brochure for all of their customers simply to inform customers of the many services that a dealership provides. The Services Fee Brochure is an attractive, full-color, tri-fold brochure and has been approved by Wisconsin DMV Dealer Section as an appropriate document justifying a dealership services fee charge.
