Wisconsin law requires that dealers disclose material components of a lease.  Wisconsin's DFI has interpreted that law to include the Lease Acquisition Fee.  Because of this interpretation, effective January 2012, dealers are required to disclose the components of gross capitalized cost on all lease transactions.  Many Lease Agreement Forms, but not all, include a list of the components.  The 13A Gross Capitalized Cost Calculation Worksheet is a form that the dealership may use to record the components of the capitalized cost entered on a Motor Vehicle Prelease Agreement, Motor Vehicle Lease Order or Motor Vehicle Lease Agreement and has been approved to serve as the Components of Gross Capitalized Cost disclosure document.  It, or a different form that performs the same function, is required on every lease transaction in Wisconsin.  When it is serving the purpose of performing the required disclosure of the Components of Gross Capitalized Cost a copy must be given to the customer.  If it is being used as an internal calculation document the dealer may show it to the customer but is not required to.

Effective July 1, 2013 the Wisconsin Department of Revenue began enforcing its new method of calculating sales tax on leases.  The 2013 and newer revisions of the Lease Calculation Worksheet form provide a mechanism for dealers to verify that their systems are accurately handling the sales tax of nontaxable components in a lease.  If the form is used strictly to verify taxable percentage it is not necessary to obtain the customers' signature or provide a copy to the customer.

The WATDA 13A, Capitalized Cost Calculation Worksheet differs from many lessor worksheets in that it is not used to calculate the actual lease cost and does not disclose the lease rate. This makes it a much better form for disclosing the components of capitalized cost to customers. The capitalized Cost Calculation worksheet also provides areas for sales tax and trade-in information.
