The Motor Vehicle Bill of Sale is used when a dealership wants to take possession of and dispose of a trade-in vehicle before a Lease Agreement is signed. This could occur if the customer and the dealer agreed to a trade value conditioned on having the trade-in immediately because of an order-out vehicle is pending. In a lease situation, the law does not permit the sale of a "pre-trade" unless there is a separate contract for sale of the trade-in by the prospective lessee to the prospective lessor that is signed by both parties and meets other specified requirements. The WATDA 24 may also be used to purchase a vehicle outright from a person "at the curb" when the dealer is neither selling or leasing another vehicle to that person.
